William H. Carter
Founder & Chairman of the Board
Profile
William H. Carter founded Global Oilfield Systems in 1994 with a single land rig, a welding truck, and a conviction that safety and engineering discipline could be a competitive advantage rather than a compliance cost. Over three decades he has grown the company into a multi-continent energy services group serving operators across North America, West Africa, the North Sea, and the Middle East.
As Chairman of the Board, William sets the long-term direction of the group: capital allocation, market entry, and the standards that govern how every crew works in the field. He chairs the Board Safety & Sustainability Committee personally, and still reviews every serious incident report that crosses the group.
Before founding G.O.S he spent twelve years in the field, starting as a roughneck, then derrickhand, toolpusher, and finally drilling superintendent for a Gulf Coast operator. That progression shaped his belief that the best decisions in this industry are made by people who have physically done the work.
William has led the company through four commodity cycles, two major expansions, and the transition from mechanical rigs to fully instrumented, data-driven drilling operations. He championed the group's move into pipeline integrity and structural welding in 2003, and the automation division in 2016.
He holds an MBA in Petroleum Management and serves on the advisory boards of two industry safety councils. He is a frequent speaker on operational discipline, workforce development, and the role of legacy service companies in the energy transition.
Outside the company, William funds an apprenticeship scholarship that has placed more than 200 welders and rig hands into full-time trade careers.
